Qaim briefed on performance of home department

KARACHI, May 08, 2008 (Asia Pulse Data Source via COMTEX) -- Chief Minister Sindh Syed Qaim Ali Shah on Wednesday attended presentation of Home Department Sindh at Chief Minister House. Sindh Home Secretary Arif Khan giving the briefing informed that the sanctioned strength of Home Department was 350 personal and Sindh Police 98148 personal out of which 87453 persons were working while there were 10695 vacancies for various posts. He added that there were totally 472 police stations in Sindh, out of 102 police stations were in Karachi Region, 174 in Hyderabad Region while 196 police stations in Sukkur Region.

Home secretary Sindh further informed that 21806 persons of Pakistan Rangers were working in Sindh province, out of them 14406 are deployed for internal security. He said that 996 personnel of Rangers have been deployed for educational institutions, 80 for oil and gas companies, 801 for foreign consulates/residences, with the annual budget for the year 2007-2008 was Rs410.103 million. As far as the frontier constabulary is concerned, 45 platoons are working in Sindh, out of which 20 platoons deployed for jails i.e., Central Jail Karachi, 7 platoon for Central Prison Hyderabad while 9 platoons have been deployed in Central Prison Sukkur, he added. He said that 19 platoon have been deployed with multinational and installation, provided by Federal Government on payment of charges with annual budget of Rs328million for the year 2007-2008. As far as law and order is concerned, the home secretary Sindh informed that the population of Sindh province is 38.5 million having 3553 mosques/Imambargah, 1886 Deeni Madaris, 264169 students in Deeni Madaris, 535019 Afghan people, 114 foreign missions, 593-key points/vital installations, 379 temples and Mandars, 246 churches/hostels, 140 multinational companies, 474 petrol pumps, 97 cinema halls, while there are industrial zones at Karachi, Kotri and Nooriabad.

He informed the meeting that in all 60774 crimes of murder, rap, theft, dacoity, kidnapping, car theft etc were committed up to December 31st 2007 with break-up 30246 cases in Karachi Region, 14635 in Hyderabad Region and 15893 in Sukkur Region. Home secretary Sindh further informed that for the control of the street crimes, assessment of crime affected areas, black spots, time and modus of operandi has been made together with the development of extra man-power/ intelligence staff in the affected police stations. Besides, extensive patrolling motorcycling squads and drive has been launched against tinted glasses/fancy number-plates, he added.

Home secretary Sindh further informed the Chief Minister Sindh that to curb the criminal activities strict check on rent-a-bike dealers has been undertaken. He said that as far as crime in Lyari is concerned, there are two leading gangs by Rehman Dacoits and Arshad Papu involved in narcotics smuggling, street crimes, extortion, kidnapping for ransom and murders. With regard the prisons of Sindh Home secretary informed that the total number of prisoners confined is 18230; there are 15650 under trial prisoners.

He informed that there are 20 prisons in Sindh while the total capacity of prisoners is 9541. He said additional 50 barracks with capacity of 75 each barrack at cost of Rs250 million. He added that government is considering construct the new jails in Mirpur Khas, Ghotki, Nausheroferoze and a jail has been planned for Thatta.

Home secretary Sindh also apprised the function of department, which plays vital role in maintenance of law and order and internal security. Besides he informed that that there are 190 security companies operating in Sindh where 50 thousand persons are employed. He informed that there are 249 arms shops in Sindh with 87 in Karachi and 162 other districts.

Syed Qaim Ali Shah appreciated that briefing and directed that timely production of prisoners in courts be medical facilities to ailing prisoners and stressed to supply treatment and medicines to prisoner patients.

He maintained that he will personally visit prisons and will see the arrangements there. Chief Minister further underlined to improve the system while the Civil Defence Department be reactivated. Chief Minster Sindh directed to strictly maintain law and order the province and the activities of criminals and anti state-element be curbed with iron hands. He further stressed the need to have constant vigilance upon the activities of the criminals. Syed Qaim Ali Shah further decided that efforts be made to end the tribal clashes particularly in upper Sindh. The meeting was also attended by Inspector General of Sindh Police Shoaib Suddle, Secretary of Chief Minister Sindh Syed Sohail Akbar Shah, officers of Home Department and others.
